Arresting law breaking stupid dude with rights was the cops primary function.
Pitching unsigned ticket in the car of law breaking stupid dude with rights in a professional manner was not it.

Stupidity...
If the law breaking dude was too stupid to comply and obey multiple commands multiple times by the cops, they will use other means than in-effective useless words.

When cops came knocking on your car window, they came with one hand resting on their holsters. They didn't do so because there was no risk to their well being.
Repetitive useless verbal communications to law breaking stupid treestumps on the side of the road is a risk to their well being.

Yeah, but after 30 seconds was he a threat? He was arguing, but not a threat. Or should the cop just do a preemptive strike with the taser just to be sure?

The law breaking stupid dude with rights could talked and argued for however long he wanted to as long as he obeyed the cops commands.
But the law breaking stupid dude with rights lacked receiving communication skill, showing no sign or ability to receive multiple verbal communications from the cops to maintain order and safety.
The woman was told to get back in the car because she was a THREAT to order and safety of the cops.
Repetitive useless verbal communications to law breaking stupid treestumps on the side of the road is a THREAT to the cops well being.

But lol, in order to maintain safety you taze someone and make them fall to the tarmac uncontrollably and potentially into the road. Nice!

The cops did a very good job, THREAT to order and safety neutralized.
No one got hurt except the THREAT to order and safety. But don't worry the law breaking stupid dude would not bear the hurt alone, I'm sure there 're plenty others who will cry, shed a tear or two for his pain and suffering. The world had no lack for stupidity.

You haven't answered why the guy was being arrested.
An officer can't arrest somebody for a misdemeanor without an arrest warrant.
Or are you saying the guy committed a felony?
